CAPT Malaysia H. Harrell is a licensed Clinical Social Worker and is board certified by the American Board of Examiners in Clinical Social Work. CAPT Harrell has been newly assigned to the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration in the Center for Mental Health Services, Division of Prevention, Traumatic Stress, and Special Programs, as the Chief of the Child, Adolescent, and Family Branch (CAFB). She will lead the CAFB in implementing a comprehensive, strategic approach to promoting positive long-term mental health outcomes for children and adolescents with or a risk of a serious emotion disturbance (SED) and their families using a system of care approach. Additionally, CAPT Harrell will lead the team in administering grant programs focused on children, youth, and young adults at risk of or with serious emotional disturbance. 

She previously served at the United States Department of Agriculture, Food Safety and Inspection Service Agency, Office of the Administrator, serving as the Agency Commissioned Corps Liaison and Work Life Chief. She also served at the Department of Defense, Defense Health Agency, Human Resources/Capital Division, as the Department of Defense Commissioned Corps Liaison where she provided support to over 215 United States Public Health Service officers detailed to the Department of Defense worldwide. In addition, she served in the Behavioral Medicine Branch, as the Director of Addiction Medicine. CAPT Harrell was also appointed by the Principal Deputy Assistant Secretary of Defense for Health Affairs and detailed to coordinate the White House Cross-Agency Priority Goals/Interagency Task Force initiatives to improve mental health outcomes for 9.6 million beneficiaries. She represented the DoD as a member of the White House Office of National Drug Control Policy Treatment Committee as well as the Interagency Coordinated Council for Underage Drinking.   

 CAPT Harrell previously served at the Department of Health and Human Services, Office of the Secretary, Office of the Assistant Secretary for Health, Office of the Surgeon General serving as the Special Assistant to the Surgeon General of the United States. She was also detailed to the Kimbrough Ambulatory Care Center at Fort Meade, Maryland, Primary Care Clinic where she provided behavioral health consultation services for over 24,000 beneficiaries.  

 CAPT Harrell joined the United States Air Force in 2003 as a First Lieutenant. CAPT Harrell served for over seven years providing psychological assessments and treatment to over 20,000 beneficiaries. In 2010, CAPT Harrell was commissioned in the USPHS. During her service as an USPHS officer, she received the Surgeon General’s Exemplary Service Medal, PHS Outstanding Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal, numerous USPHS Unit Commendation Medals, and an USPHS Achievement Medal to name a few. 

CAPT Harrell has a bachelor’s in science in Psychology from the University of Massachusetts at Amherst and a Master of Social Work from the University of Maryland, in Baltimore, Maryland. CAPT Harrell served as a board member of the National Association of Social Workers (NASW)Maryland for three years as the Suburban Chapter Representative. 

 CAPT Harrell is dedicated to serving her community and provides mentorship to children, students, and colleagues. CAPT Harrell resides in Upper Marlboro, Maryland with her husband.
